Sen. Royce West introduced SB 601, a bill on Property Interests, to the Texas Senate on Monday, Feb. 3 during the 89(R) legislative session, according to the Texas Legislature website.

More specifically, the official text was summarized by the state legislature as ’’Relating to mail fees charged to tenants of certain residential properties’’.

This bill prohibits landlords of properties with six or more dwelling units from charging tenants fees for receiving their mail or requiring them to use a fee-based mail service. However, landlords are permitted to offer an optional fee-based mail service for receiving, storing, or handling tenant mail. The provisions of this bill apply to leases entered into or renewed on or after its effective date of Sept. 1, 2025.
