U.S. Immigration and Customs Enforcement announced on May 13 that it lodged a detainer with the Dallas County Jail for Luis Benitez-Gonzalez, a Mexican national arrested on aggravated assault charges and linked by DNA evidence to two murders in Texas.
The Department of Homeland Security said ICE lodged the detainer after Dallas police arrested Benitez-Gonzalez on April 27 on felony aggravated assault charges. Investigators used DNA analysis to connect him to the 2018 killing of Alba Jenisse Aviles in Bastrop County and the 2024 killing of Alyssa Ann Rivera in Austin.
A Texas Tribune analysis reported that Harris County Jail led the country in ICE detainers, while jails in Dallas, Bexar, and Travis counties were also among the top 10. The analysis said Texas accounted for 24% of ICE arrests nationwide from President Donald Trump’s inauguration through July 29.
U.S. Immigration and Customs Enforcement operates under the Department of Homeland Security. Its Enforcement and Removal Operations division handles immigration enforcement functions, including arrests, detention, removals and coordination with state and local law enforcement agencies, according to DHS.
