THE SENATE AMENDMENT TO THE HOUSE AMENDMENT TO THE SENATE AMENDMENT TO AN ACT MAKING APPROPRIATIONS FOR LEGISLATIVE BRANCH FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 2022
Committee on Rules: Full Committee held a hearing on the Senate Amendment to the House Amendment to the Senate Amendment to H.R. 4346, an Act making appropriations for Legislative Branch for the fiscal year ending September 30, 2022, and for other purposes [CHIPS and Science]. The Committee granted, by record vote of 9-4, a rule providing for consideration of the Senate Amendment to the House Amendment to the Senate Amendment to H.R. 4346, the ``CHIPS and Science Act''. The rule makes in order a motion offered by the chair of the Committee on Science, Space, and Technology or her designee that the House concur in the Senate Amendment to the House Amendment to the Senate Amendment. The rule waives all points of order against consideration of the motion and the Senate amendment. The rule provides that the Senate amendment and the motion shall be considered as read. The rule provides one hour of debate on the motion equally divided and controlled by the chair and ranking minority member of the Committee on Science, Space, and Technology or their designees. Section 2 of the rule provides that on any legislative day during the period from August 1, 2022, through September 12, 2022, the Journal of the proceedings of the previous day shall be considered as approved. The rule provides that the Speaker may appoint Members to perform the duties of the Chair for the duration of the period addressed by section 2 of the resolution. The rule provides that each day during the period addressed by section 2 of the resolution shall not constitute a calendar day for the purposes of section 7 of the War Powers Resolution; a legislative day for purposes of clause 7 of rule XIII; a calendar or legislative day for purposes of clause 7(c)(1) of rule XXII; or a legislative day for the purposes of clause 7 of rule XV.
