A new bill authored by State Rep. González in the Texas House seeks to enhance public access to school district tax revenue information by requiring detailed online disclosures, according to the Texas Legislature website.
The bill on City Government, County Government, Crimes, Minors, Occupational Regulation, State Finances, and Taxation category, introduced as HB 195 during the 89(1) legislative session on Thursday, July 24, was formally listed with the short title: ’Relating to the regulation of the cultivation, processing, packaging, labeling, distribution, sale, testing, transportation, delivery, transfer, storage, dispensing, possession, use, and taxation of cannabis and cannabis products and local regulation of cannabis establishments; authorizing the imposition of fees; requiring an occupational license; creating a criminal offense; imposing a tax’.
The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.
In essence, this bill requires county assessor-collectors to post specific revenue information online for school districts within their territory. For districts exceeding local revenue entitlement and reducing revenue levels under the Education Code, the percentage of taxes used to buy average daily attendance credits must be disclosed. For other districts, the percentage of maintenance and operations revenue derived from local taxes and state funds for the current and preceding tax years must be reported. Additionally, tax bills must guide taxpayers to a web page detailing these percentages. The act takes effect Jan. 1, 2026.
Jessica Gonzalez, a member of the House Committee on Insurance, proposed one other bill during the 89(1) legislative session. She is also a member of the House Committee on Judiciary & Civil Jurisprudence, a member of the House Committee on S/C on Family & Fiduciary Relationships, and a member of the House Committee on Local & Consent Calendars.
Bills in Texas go through a multi-step legislative process, including committee review, debates, and votes in both chambers before reaching a final decision. Each session, there are typically thousands of bills introduced, but only a portion successfully navigate the process to become law.
