Dallas City Council approves $13.5 million grant for The Meadow housing project

The Dallas City Council approved on April 22 a $13.5 million economic development grant to support The Meadow, a new mixed-income and permanent supportive housing development in North Dallas. The project will transform a former skilled nursing facility at 8130 Meadow Road, which has been vacant since 2017, into 75 affordable apartments near major employment centers and services.

The approval of this grant is significant as it addresses the need for affordable and supportive housing in the area. Located just 1,000 feet from DART’s Walnut Hill Station, The Meadow will provide residents with easy access to public transit, medical facilities, grocery stores, and pharmacies. In partnership with AIDS Services of Dallas, the development will also offer supportive services such as transportation assistance, a food pantry, health and fitness programs, social activities, and help for elderly or disabled residents.

All units at The Meadow will be income-restricted: fifteen units are reserved for households earning less than thirty percent of the area median family income (AMFI), forty-five units for those earning less than fifty percent AMFI, and fifteen units for those earning less than sixty percent AMFI. Amenities planned include shared spaces like a fitness room, theater room, business center, and library.

The total cost of the project is $31.7 million. Funding includes support from the City through the 2024 bond program as well as Low Income Housing Tax Credits from the Texas Department of Housing and Community Affairs. These credits attracted $16.2 million in third-party equity to ensure long-term affordability in Council District 13.

In other city news related to economic development projects: several Dallas initiatives received top honors at recent real estate awards events in April including Forest Theater (Rehab/Renovation), Mockingbird Station (Multifamily Urban), and Scotiabank (Office Lease). Halperin Park—a five-acre deck park built over I-35E—will open on May 9th in Oak Cliff; it is expected to deliver nearly $1 billion in economic impact within its first five years.
